in every case where I've been forced to do a (La)TeX
to M$-Worthless conversion, I can guarantee that that
(so the document can be edited) was _not_ the reason,
because of the contents and purpose of the documents
in question. my _guess_ is the reason (for when I've
had to do it) is a problem somewhat similar to that of
the original poster: whatever document archival/control
system was in use (and I have no idea what!), it could
only handle M$-Worthless (or at least someone believed
that to be the case).
