 various legal stuff on the OSi (Ordnance Survey
 Ireland) website indicates a (yearly?) license
 is need to republish.  a relevant page may be:

   http://www.osi.ie/copyright/mapExtractInternet.asp

 which says there does exist licensing terms to
 “display a _limited_number_of_fixed_map_extracts_
  _on_the_Internet_.” (emphasis in original), and
 provides some pointers and contact details.
