acrobat reader looks promising until i read the following:
"Extended commenting capability
Conveniently add comments to documents in e-mail-based reviews when
this capability is enabled in Adobe Reader by Adobe Acrobat® 7.0
Professional software."

so adobe professional needs to be installed to enable commenting
