You can't convert between any pair of lossy encoders without loss (duh).
To convert to AAC in Apple's iTunes, set the encoding type to AAC
(preferences -> import), select the tracks you want to convert, and
"encode as AAC". If you don't have iTunes, faac is a free AAC encoder
(http://www.audiocoding.com/).
