I can't see how this can be the problem.  The SSH server isn't even
getting involved as the firewall blocks the connection before the sshd
sees it.  He does this all the time from out internal network without
problems.

FWIW, I'm using this:

OpenSSH_3.4p1 Debian 1:3.4p1-1.woody.3, SSH protocols 1.5/2.0, OpenSSL 0x009060df

and my brother was on an iBook running OS X 10.3 with whatever version
of ssh Apple shipped.
