I just spotted a KDE CVS commit message from the developers of KPDF 
which suggests that they have started working on PDF annotations now. 
Unfortunately, KDE is in a feature freeze state for the up coming 3.4 
release (March) and the new features won't be commited until after 
that.

I'll keep you posted on when annotations finally get added.
