Eh, how's that? The URL in the address bar says 'paypal.com', no
indication (unless you squint /really/ carefully) it isnt the
paypal.com it appears to be.

Perhaps IDN was not thought through sufficiently. How many tech folks
were aware of IDN before this? How many non-techies? If clicking on
links is to be discouraged, what is the point in hypertext in the
first place?
Sorry but IDN is, in at least this respect, an ill-conceived
*design*.
