Actually, according to the article at 
http://news.bbc.co.uk/2/hi/technology/4274811.stm

"To become law both the European Parliament and a qualified majority of EU 
states have to approve of the draft wording of the bill."

So it would seem that it will have to be at least redrafted. But I share the 
pessimism with regards to politicians and doing the 'right thing'.
