Well, I think it's a great idea! 

One tip: don't make it Linux-specific.  Make it an issue of those websites
being panderers to a Windows-only, IE-only monoculture (and the viruses
and malware that encourages).  Mac users, via Safari's KHTML basis, are
equally annoyed by this behaviour.   Non-IE Windows users even have
trouble, too.

Another idea: worst web design company ;)   I'm sure there's quite a few
irish sites designed by the same companies, with the same lazy IE-only
design, and they deserve to be embarrassed since they should know better.

And as Michele said, reverse the rating figures.
