Just to clarify, this isn't a window manager job.  The window manager
just manages windows.  Desktop environments like Gnome and KDE are not
window managers.  The default Gnome window manager is Metacity and the
default KDE window manager is Kwin (or it was when I was a lad).

If the app doesn't pick up the setting from your desktop environment
configuration it's not a well integrated application (sometimes apps
aren't even meant to be well integrated).  The Gnome desktop environment
used GConf as it's configuration system.  All well integrated Gnome apps
will pick up the default browser from there.  Other apps like XChat (for
example) don't.

If an app isn't picking up your DE settings then the app is one of
* not designed for that DE
* crap

Exactly, as Gnome apps aren't designed within the KDE framework.
