In the interests of historical accuracy, the infrastructure (paid for
by all the taxpayers) was GIVEN to a private company (owned by all the
taxpayers) which was then sold by the government (on behalf of all the
taxpayers) to a subset of the taxpayers who had enough spare cash to
invest and thought that they would make a killing.
Instead, most of these investors lost money when they were obliged to
sell their shares to yet another private company, owned by very wealthy
individuals who knew what they were doing, unlike the first set of
buyers.
You might note that there was very little mention of telecommunications
users in this sorry tale - that would be because they don't matter.
