Tim, not quite clear what you are looking to do?
are you talking about

A] hosting the website on the computer at the end of the eircom broadband
link
or
B] creating the website under linux?

if A, there may be issues relating to traffic, speeds, Terms Of Service and
dynamic IP granted by the ISP
in any case, look at the apache docs.

if B, choose your html editor, (vi looks useful) write and upload via ftp

from a quick look at the eircom pages, its not clear if their offers
include web-space. as its not safe to assume anything these days, a phone
call or two to eircom may be needed to find out.
