Hi Sean,

I use the same version of Mandriva. Just configure urpmi or the rpmdrake 
GUI tool to use the Mandriva Contrib RPM repository:
urpmi.addmedia contrib 
ftp://ftp.esat.net/pub/linux/mandrake/official/10.2/i586/media/contrib/
(The above two lines should be on the same line when you're typing the 
command as root. You might also prefer to use HEAnet's mirror rather 
than Esat's.)

I had no problem installing it:

# urpmi tcptraceroute
 
ftp://ftp.esat.net/pub/linux/mandrake/official/10.2/i586/media/contrib/tcptraceroute-1.5-0.beta4.1mdk.i586.rpm
installing tcptraceroute-1.5-0.beta4.1mdk.i586.rpm from 
/var/cache/urpmi/rpms
Preparing...              #############################################
       1/1: tcptraceroute  #############################################
