"touch blah" will create an empty file called blah, while something
like "emacs blah" or "vi blah" will let you edit the contents of a
file and will create it if it doesn't already exist (and you put
something in it).
Seriously though Padraig, take the advice that's been offered here a
few times already and start reading up on stuff and using google.
This sort of question will be covered in any Linux-for-beginners type
document along with lots of other useful things. ILUG is a great
resource for Linux help, and just about everyone here can be very
friendly if you catch them on the right day. But repeated questions
like the above that you could answer yourself with a little effort
will alienate some people and cause others to just loose the rag :)
