I wouldn't say that not being able to lock is a "lack". It's a matter of
learning to handle the way a particular SCM works. In regards to CVS not
locking, that is exactly what was intended. When a developer team grows
it will be more efficient that way.

Developing is communicating. If you don't communicate, there is no sense
in development.
