Unlike certain other systems, reboots *rarely* fix problems on
Linux/Unix.
And any problems they do fix are usually just because for some script
in /etc/init.d (or /etc/rc.d depending on OS), the equivalent of:
# /etc/init.d/service stop
# /etc/init.d/service start
was done. (where '#' denotes a root shell prompt).
