GPL firmware (or firmware containing GPL parts) provided to a hardware
manufacturer who, in turn has no idea what's in it ... (usually the
case)

You'll need to be _sure_ it's running Linux or GPL'd code though before
you could make a move. Certainly providing it without source isn't a
problem, as long as an offer to supply source (at a reasonable price)
is made - and remember, that source need only be for the GPL'd bits of
code.
