libpcap is covered by a BSD licence.
It comes from the site below,

and on that site exists the following document.

All that glitters is not gold, so please do not get caught saying
something is gold when in fact it is recently cut lead (which does shine
before it oxidises).

Paul actually said nothing other than the presence of libpcap existed in
the software, and this may or may not have caused him to raise an eyebrow.
