Go to Control Center/File Browsing/File Associations.
Click the + in text and select html.
Next "Application Preference Order", click Add.
Select a browser as default and suffix it with " %u". For example /usr/bin/Konqueror %u.
Click OK and move entry to the top of the list.

If %u isn't included KDE tries to download the page which is what you're seeing here.
