It's to do with patent licences. RedHat can't ship MP3 without paying
a patent licence. Nor can they even tell you where to go to download
the patent-violating software (least, seems that's what their counsel
has advised them).
Go to:

And follow the instructions, ie:

### And then add these lines to access rpm.livna.org repositories:
