I don't think you can extrapolate that, no.
But I think it is fair to say that the membership who turned out to vote
made a judgement that the longstanding policy of allowing non-members to
post, facilitating questions from new and potential linux users and
helping them out is of more benefit than the impact of spam to the list
is on their lives.

Feel free to propose another motion at the next AGM. Or write a python
plugin for Mailman that adds an "X-From-Subscribee:" header and ask the
list administrator if they'll consider using it (you can then filter for
yourself to your hearts delight, or tweak spamassassin rules).
