I think you'd want to double that -- the default seems to be higher, at
12mb, and according to apt.conf(5) that value is in bytes.
To test, try something like:
apt-get -o 'APT::Cache-Limit 25165824' update
apt-get -o 'APT::Cache-Limit 25165824' install foo

Might be a good option alright.
