The very fact that the thread keeps reappearing is a sign that there are at
least some (quite vocal) members who have a problem with the current setup.
Yes, we could ignore them, but wouldn't it be better if we could address the
problem? Adding a header keeps the list open, however people can effectively
have a closed list (if they so desire) by filtering all the non-member
messages.
