You're assuming that there is no downside to modifying mailman to add
this header. It would have to be done in a manner which is preserved
across updates to the mailman software, as mailman on the ILUG
servers tracks the Debian/Ubuntu released version.
Who's going to do the actual programming required to add this
header? Who's going to test it?
