Don't use UW IMAP.
Use Cyrus if you want a complete, scalable solution which can take
all sorts of fancy bells and whistles. Only thing about Cyrus is
that it's quite complex to set up - it's a whole infrastructure
rather than "just" an IMAP server.
If you just want to set up IMAP accounts for people, try Dovecot IMAP
server.
