That sets the TRY_NULL_MX_LIST configuration declaration to 'true'.
Note that declarations in config files are something you'd encounter
even in lesser MTAs.
TRY_NULL_MX_LIST, despite its cryptic name (What are 'MXs' anyway?),
can be explained by typing the following at a prompt:
less /usr/share/sendmail-cf/README
