No, it doesn't, because the demo on the phprojekt site doesn't let you
use the admin module. It's a while back since I last used it, but if I
remember correctly, you can define user roles in your projects which
set permissions for users of this roles. I guess you should download
the stuff and test it on a system where you have full control to check
it out.
