Not strictly true.  The centosplus and extras yum repos  include a  more 
full-featured kernel, and a few other bits and pieces

http://ftp.heanet.ie/pub/centos/4.3/extras/SRPMS/

They're not enabled by default because once you go that route,
you're breaking strict redhat correspondence.

Two other repos most centos users hit are
dag.wieers / freshrpms /etc. (now called "rpmforge" *) and jpackage.

* I hate all the ...forge names....
