run ISA cards off a USB port

Scary.  But if you've specialist ISA cards, then maybe
worth investigating to get a few more years out of 'em.

To try to be a bit more helpful:

Not saying it'd work or it's sane, but  if you've really got your heart 
set on USB, maybe a TypeII-PCMCIA-in-ISA-slot (which do exist) combined 
with a USB-in-TypeII-PCMCIA-slot (which do exist) might work? - e.g.
