 I don't know subversion, but WebDAV needs a writable location for lock files,
 such as

<IfModule mod_dav_fs.c>
    # Location of the WebDAV lock database.
    DAVLockDB /var/lib/dav/lockdb
</IfModule>

 Check your httpd.conf for directives similar to the above and add them if
 necessary, or check that the configured location is writable by the configured
 "User".
