I certainly wouldn't want to bet on it being easy in 10 years time to
read a current ext3 filesystem. 

Why use a filesystem at all? Just treat it like a tape archiver and use
tar. I'd put good money on tar being readable in 10 years, just like it
was 10 years ago. Or do you want something you can more easily restore
individual files from?
