On ubuntu you can do this

apt-get install apache2 apache2-common apache2-doc apache2-mpm-prefork 
apache2-utils libapr0 libexpat1 ssl-cert

apt-get install libapache2-mod-php5 php5 php5-common php5-curl php5-dev 
php5-gd php-pear php5-ldap php5-mhash php5-mysql php5-mysqli php5-snmp 
php5-sqlite php5-xmlrpc php5-xsl php5-imap php5-mcrypt php5-pspell

and you have a very comprehensive web server with xmlrpc (then read up 
on security)

But I think you need php-cli and maybe call your script from a cron job 
now and again.

so

apt-get install php5-cli php5-xmlrpc

should do the trick.

ps this wont work for debian(no php5 AFAIK) and I don't use rpms any more.
