I could be wrong, but I don't think that sitemaps has any mechanism  
for requesting re-indexing of any specific page.  You could submit a  
sitemap index, telling it that a particular page "changes often", but  
unless Tom's site is entirely under his control, that probably  
wouldn't be possible.
