 two obvious(?) questions:

 1. is the path  /usr/local/sbin/qingy  correct?
    i.e., is that where you installed it on yer system?

 2. did you remember to do a `telinit q' to tell
    init (telinit, getit?) to re-read /etc/inittab ?
     see the init(8)/telinit(8) manual page for
    details:  man telinit

 also, why do you think "nothing happened"?
 i.e., how does what is (supposed to) happen differ
 from what actually did happen?
