Much of the code already *is* "v2 or later".
Only the kernel in aggregate is "v2 only". Linus claims he only ever
intended "v2 only" to apply (and he's got a really strange and
*wrong* argument to back up that claim ;) ), however his change to
COPYING to state that only occured for 2.4.0-test8. So much (bulk?)
of Linus' contributions are available under "any version".
