I disagree. The status quo ante was:
* Chinese user searches on google.com for "safe" terms.
Safe pages returned. All is well.
* Chinese user searches on google.com for "safe" terms.
Unsafe pages returned by accident.
Connection drops for ten minutes.
* Chinese user searches on google.com for "unsafe" terms.
Connection drops for ten minutes.
Now, the situation is:
* Chinese user searches on google.cn for "safe" terms.
Safe pages returned. All is well.
* Chinese user searches on google.cn for "safe" terms.
Unsafe pages listed by accident.
Unsafe pages removed by google.cn
User is notified that pages have been removed.
Connection is maintained.
* Chinese user searches on google.cn for "unsafe" terms.
Only safe pages are returned.
User is notified that pages have been removed.
Connection is maintained.
* In addition, user can *still* try their luck on google.com as before.
We have not taken *anything* away from Chinese users. We have
provided an additional portal to them to make use of should they want
to avoid firewall roulette.
