Why not go for either IBB or NTL.
Neither are capped and should work fine.
ADSL with its limited upload speed will be a non-starter for rsync'ing.
I called NTL (thinking of changing myself) and they say its currently
€39.99 incl vat. for the 3Mbit (he did not know if it was sync or async)
