To my knowledge, rh"e"l3 doesn't support mp3 at all, it was removed
for licensing reasons. What worked for me was copying
/usr/lib/xmms/Input/libmpg123.so over from rh7.3, but this will
probably not work on x86_64 (I think 7.3 had no Opteron support).
