How many bits do you need?   Toss a coin bit by bit?   Dice could make 
it quicker for larger numbers (especially if you had a d8 or d10 handy 
to produce hex or decimal instead of binary).

As an aside, you say you have no access to programming tools so I assume 
that includes no access to a spreadsheet (I'm sure they all have rnd 
funtions).
