With grub I don't believe that the files placed under /boot/grub are put there
by the packages in any distribution. They are put there by running something
like grub-install (if the script is present) or by manually copying the files
across to that location and
entering the grub shell and performing the install.

I think you'll find that on fedora /boot/grub/*.* are not owned by any package
(with the exception of possibly the splash image).
