According to that piece, it's had pilots and is 6-7 years in the 
cooking, which suggests that it has been pushed by (or at least with the 
involvement of) teachers, rather than a blurted visionary delusion from 
the Dept. of Ed.

In fact it seems such a great idea I'm a bit taken aback....

Even from the Linux evangelist PoV, I think it's cool: every crack in 
the MS dam is worth cheering for.  Would a level playing field have 
given this one to Linux?

Still, it would have been nice (a) to have heard about this before, and 
(b) to finally hear about it from somewhere local.
