Just to be annoying...

Flying in formation would imply things like strong leadership, 
meticulous planning and preparation, diligent execution. I.e. not 
quite same thing as:

> extremely contradictory stands on various technologies and issues; 
> the left hand simply doesn't know what the right hand is doing.
