Problem with that solution is that I can't dial in and reboot the
modem, not without some funky apc masterswitch gear, or hardware
hacking the modem powerswitch to a com / parallel port controlled
relay. I'd really like to go the modem route.

Just found this modem card from Sangoma... anyone come across this before?
