I didn't mean to use an rtfm type reply, I hate that.

   # You can also assign specific IP addresses based on the clients'
   # ethernet MAC address as follows (Host's name is "laser-printer":

  host laser-printer {
      hardware ethernet 08:00:2b:4c:59:23;
     fixed-address 192.168.1.222;
   }

2. Should be fine to do.

3. Configure samba as a domain controller, then use the logon script
directive : 

# if you enable domain logons then you may want a per-machine or
# per user logon script
# run a specific logon batch file per username
   logon script = %U.bat
