Any *SINGLE* series of 0:0:0 can be replaced with ::

So 2002:0:0:1:0:0:0:1
can become

2002::1:0:0:0:1

or

2002:0:0:1::1

but not

2002::1::1

Otherwise you can't reverse the shrinking in a predictable manner...

Is it 
2002:0:1:0:0:0:0:1 or 2002:0:0:0:1:0:1 etc..
