Seems like a good compromise. Since we filter attachments, can I
suggest dumping messages with an empty body? There's a load of them
getting through.

Tell me about it. My online gallery (written myself so not bots
looking for a particular PHP app) gets comment spammed and spam for
new accounts. A phpBB board I admin was getting spammed despite using
a CAPTCHA so now I have to manually approve all accounts >:-(
