Generally the only machines not on public IPs are ad-hoc lab networks.

For anything other than trivial and/or isolated organisations, it is rather
important to have globally unique IP addresses, even when the networks
concerned are mostly disconnected from the internet.

The only fact which is obvious is that we will need to move to a much larger
address space soon enough.
