Not quite sure what you are trying to achieve here. Web space is,
unless configured, unrestricted. If you want to split an image, you
can do so. I would be quite surprised if there wasn't a mirror out
there which has the ISO you are trying to make available ?
Another solution is to create a torrent of the ISO, so you can share
it and spare the bandwidth, which is also a viable solution in my
view.
