Yes, this is perfectly possible, although possibly against the terms of
service of your webspace provider.

Your index.html (or whatever) can contain HTML of the form:

<a href="http://server/path/to/your/friends/webspace/file.iso">download
here</a>

I suggest looking at http://www.w3schools.com/ for good HTMl tutorials and
reference.
