My experience (painful in the extreme) in the UK
is that if Telecom A and Telecom B are involved in setting up broadband
then A will say that any problem lies with B,
and B will say it lies with A.
If you say, "Well Mr A, could you talk to B"
Mr A will invariably say, "No, you have to talk to B yourself".
